Early sessions include a skills review, because the same visible problem can have several possible causes calling for different instruction. A second grader who avoids reading may be missing vowel teams, may be decoding accurately but too slowly for meaning to survive, or may be reading fluently and retaining little. Those are three different problems wearing the same shirt. A skills review is an instructional starting point for teaching, not a formal diagnostic assessment.
